The developments of Feb. 18-20, 2014, in central Kyiv when law enforcement officers killed dozens of EuroMaidan protesters became a turning point for Ukraine. However, it didn’t become a point of no return. The situation made then-President Viktor Yanukovych escape to Russia and provided an impetus for advancing the reform agenda. Nevertheless, despite a few attempts of the post-revolution governments, reforming the key areas such as judiciary and law enforcement still faces significant troubles. The issues around the investigation into the Maidan killings are the most palpable proof of this fact.
